Failed Government Projects

Tacit Rainbow was a secret missile from the 1970s, that would have anti radar capabilities. It was a 'black' project, which means it was hidden in the budget and the spending was unlimited. The missile failed and the project was killed in 1991 after Four Billion Dollars was wasted.

Tri-Service Stand-off Attack Missile (TSSAM) was a cruse type missile. It was supposed to save money but as development continued it kept getting more and more expensive. It was cancelled due to test failures, cost overruns and contract disputes. This was another 'black' project that cost the tax payers over Four Billion Dollars.

SAPs are unacknowledged special access programs, they used to be called black projects. In order to have a SAP project, it must be approved by the Secretary of Defense or the Deputy Secretary of Defense. SAP programs require greater security than normal programs. The oversight of a SAP is done by the manager who reports to the military service, who in turn reports to the Department of Defense and Congress. There are two types of SAPs, they are acknowledged and unacknowledged. The B-2 Bomber started it life as an unacknowledged SAP program. The reason for having an unacknowledged SAP is that it is of such a sensitive nature that its existence must be kept secret.

A secret project is being conducted by American, British and UN funded agencies. A fungus is being developed to destroy illicit drug producing plants. A 3 1/2 year contract was entered into by the UNDCP with a Genetics Institute for the development of a biological control agent. U.S. scientists have discovered that this agent, the fungus, could lead to mutant strains that might devastate the adjacent crops.

The Manhattan Project was not only used to develop the Atom Bomb but to experiment on people. The government admitted and apologized to 18 who were secretly injected with Plutonium by scientists to see what radiation would do to the human body. The names of the scientists and people who were injected were blacked out of released government documents. Thanks to Eileen Welsome, a reporter, the case was brought to the forefront. She located the surviving people and when she met with them, she was amazed to learn that they never knew what was done to them.


Operation Condor. On March 6, 2001, The New York Times reported the existence of a recently declassified State Department document revealing that the United States facilitated communications among South American intelligence chiefs who were working together to eliminate left-wing opposition groups in their countries as part of a covert program known as Operation Condor.

In 1998 Augusto Pinochet was arrested for crimes against humanity committed as part of Operation Condor.

Project Hot Dog. This pathetic experiment by NASA makes me sick. A dog was put in a wind tunnel to see what would happen to him at ever increasing wind speeds. At 500 mph his eye lids and lips tore away. I couldn't stomach a larger image so I didn't include one for this picture.
